<link rel="stylesheet" disabled> should be no different than <link rel="stylesheet">

Issue description

Chrome Version: trunk
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: FAIL
    Firefox: OK
    IE/Edge: FAIL

What steps will reproduce the problem?
1. Load the attached test-case.

What is the expected result?
A green background, with a `1` in it.

What happens instead of that?
A white background, with a `0` in it.

There's nothing in https://html.spec.whatwg.org/ specifying any sort of special behavior for the <link> element disabled attribute, and similar for <style>.
