[Win] Blurry text at 125% scaling

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3493.3 Safari/537.36 Steps to reproduce the problem: Problem always exists What is the expected behavior? What went wrong? Since I updated to 69.0.3493.3, chrome displays blurry text on webpages and extension pop-ups. Same goes to the omnibar suggestions, but this problem exists since long ago. Other UIs are unaffected (e.g. menu, tabs, omnibar, user menu). I have a screenshot attached. Did this work before? N/A Chrome version: 69.0.3493.3 Channel: dev OS Version: 10.0 Flash Version: 30.0.0.142

Thanks for filling the issue... Unable to reproduce the issue on reported chrome version 69.0.3493.3 using Windows 10.Attaching screen-cast for reference. Steps: --------- 1. Launched reported chrome 2. Display scaling changed to 125% on Windows 10 as per comment #1 3. Opened new tab and entered text As we are not seen display blurry @Reporter: Request you to retry this issue with fresh profile without any extensions/apps or reset all the flags and let us know if issue still persists. I'm having the same issue. System: XPS 13 9343 OS: Windows 10.0.17134 Build 17134 Chrome version: 69.0.3497.12 (Official Build) dev (64-bit) UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.12 Safari/537.36 Display scaling is also 125%. All flags are default. Problem still exists in the guest profile with no extensions and apps.

I'm seeing the same thing in Chrome 69.0.3497.12 on Windows 10 at 172% DPI scaling. Attaching a screenshot where everything appears to be smeared by 1 pixel vertically. When I go fullscreen, there is no smearing. Perhaps a pixel alignment issue with the top edge of the viewport?

@phanindra.mandapaka@chromium.org Hi, I've completely reinstalled Chrome (also updated to 69.0.3497.12). Unfortunately, things still appear blurry even though settings are reset and flags are all default. Please see "screenshot.png". I've compared the texts myself to see if it's actually blurry. I can see that it is. See "comparison.png". I've also noticed while writing this comment, websites are blurry only when maximized. See "blurry-maximized.mp4". That's all I can report. Please comment soon. Thanks again for looking into this!

Hello, everyone. I've just noticed, I'm now on 70.0.3510.2, and the issue seems to have been fixed! No more text blur on websites, omnibox suggestions, and extensions. Others please confirm.
