What steps will reproduce the problem?
[(0) Sign-in to two accounts; mine are my corp (primary) and non-corp]
(1) Open Files app (I used seconary account).
(2) Find a PDF in Drive.
(3) Click to open it.

What is the expected result?

Expect that the PDF is displayed by the PDF plugin.

What happens instead?

Instead the tab crashes. This repros with any PDF, as far as I can tell.

The crash report as mojo-message-error of:

Received bad user message: Validation failed for PluginRegistry::GetPlugins deserializer [VALIDATION_ERROR_DESERIALIZATION_FAILED
