Bluetooth not connecting to any device except for keyboards

Reported by jshee...@gmail.com, Jul 22

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10718.58.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.70 Safari/537.36
Platform: 10718.58.0 (Official Build) beta-channel eve

Steps to reproduce the problem:
1. Use the bluetooth menu to pair a new device
2. Connect to the new device and watch it read as "Not Connected" within seconds, with the exception of keyboards, which will connect, but will not prompt the user for any authentication
3. Attempts to reconnect have the same result

What is the expected behavior?
Bluetooth should connect and the applicable device should work; pairing keyboards should request that the user enter a series of key presses

What went wrong?
Every device I've tried to connect via bluetooth does not work at all. Tested devices include a mouse, a speaker, headphones, and a keyboard. While the keyboard does connect and function, it does not request that the user enter a series of key presses. I have been able to replicate this with my Samsung Chromebook Pro as well.

Did this work before? N/A
