Safe Mode Blocking All Downloads

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3498.0 Safari/537.36

Steps to reproduce the problem:
1. Find any file to download
2. Observe "Failed - Virus Detected" error
3. 

What is the expected behavior?
Download a safe file.

What went wrong?
Chrome Canary is blocking all my downloads. Images from Facebook or documents from work (safe and trust worthy channels). Downloads work fine on stable Chrome channel, anti-virus was disabled and still blocking.

Did this work before? Yes Some previous version one or two updates ago

This is not a security vulnerability, so changing this to a functional bug and opening up.

Setting Downloads and Safe Browsing components to help triage.
