Align NTB with avatar button when tabstrip is full

Issue description

*Mac only*

What is the expected result?
When your tabstrip is full, it'd be a nice detail to align the NTB with the avatar button so that each of their 24x24 hover states are vertically aligned. 

What happens instead?
NTB is positioned to the left of the avatar button when tabstrip is full. 

If this is about reducing the drag space to the right of the last tab for all platforms, let me know.

@0: This is about reducing the drag area for all platforms. 

I don't think we should one-off things like this; it's really fragile to any change in tabs, NTB, captions, toolbar, etc., and you only reap benefits on one platform.  If you make Mac align, then on Windows 10 the button is almost-but-not-quite aligned with the star button in the omnibox.  And who knows on Win 7, or Linux.

I vote WontFix.  If we want these sorts of properties, we need to design the whole toolbar and tabstrip with these constraints in mind.  We could probably achieve things closer to this if we try experimenting with the leading NTB again.
