nyan_blaze DUTs in pool:suites don't get repaired

Issue description

2 questions:

1. admin repair task is kicked off on 'ready' DUT?

2. nyan_blaze DUTs are not repaired since last fleetAdminTask failure:

Dejavu. I thought I already fixed this issue. I'll try deploying crosskylabadmin app from ToT first.

Also, we need alerts for failures of the cron jobs:  issue 866137

Deploying ToT crosskylabadmin fixed this issue. I'll work on alerting from crosskylabadmin as a phase 1 blocker.
