Clicking Cast notification stops it instead of opening tab or window

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10888.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3494.0 Safari/537.36 Platform: 10888.0.0 (Official Build) dev-channel panther Steps to reproduce the problem: 1. Cast some video from YouTube, e.g. 2. Note the notification that comes up. (See enclosed screen shot) 3. Click the notification, NOT the STOP button. What is the expected behavior? Clicking inside the notification should bring the casting tab oder window to the front, allowing the user to pause the playback, FF or REW, change the volume etc. What went wrong? It has the same effect as clicking the STOP button. Did this work before? N/A Chrome version: 69.0.3494.0 Channel: dev OS Version: 10888.0.0 Flash Version:
