Weird colors with inactive/active windows + custom theme

Weird behavior on both stable and canary when 
- theme is on
- switching between default window and incognito window

What steps will reproduce the problem?
(1) install morpheus dark
(2) open regular window with upcoming ui features enabled. Open new incognito window

Can you be more specific than "weird colors"?  Assume we only care about Canary behavior.  What am I looking at?

The shape behind the NTB on a newly created incognito window was deformed and painted white instead of the 50% active tab color. 

Can't repro on 70.0.3507.0, so feel free to mark Fixed.
