Padding between settings in Addresses and payment methods

Issue description

Problem:
Under Address and payment methods, the setting "Save and fill payment methods" should have more padding at the top, and be closer to the Payment methods than to Addresses

Solution
Possibly add a margin of 16px at the top.

Alternatively, WDYT about placing all settings at the top for a clearer visual structure? Attached preview. I think even with the 16px margin, the payment methods setting still seems a little disjointed.

This approach works too. I wasn't sure if intention was to show the settings together vs separate for Address and Payments 
This would be a step in the opposite direction of https://bugs.chromium.org/p/chromium/issues/detail?id=866780 though. Which is already required to fix the weird focusing issue when exiting this subpage.
It would be helpful to make a decision about whether this pages are going to be split to different subpages or not. Or alternatively whether the entry point two different entry points to this subpage can be merged.

The current state of having 2 entry points that lead to the same subpage is problematic  both for search and for focus ( issue 864896 ),
Yes, the eventual plan is to have one subpage for each data type. So this is just an interim state.

Rui, do you have a preference between these two options? A) Increase padding, B) Placing all settings at the top.
