Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.0 Safari/537.36 Steps to reproduce the problem: - Turn "Increase contrast" in system preferences on and off. - With "Increase contrast" turned on, install then uninstall a chrome theme. What is the expected behavior? What went wrong? When toggling high contrast, the tab strip does not react. The outline on the omnibox updates when you move the mouse over it, and the menu reacts immediately. Requires a restart to complete. When uninstalling a theme, Chrome switches to regular instead of high contrast. Did this work before? N/A Chrome version: 70.0.3498.0 Channel: n/a OS Version: OS X 10.13.6 Flash Version:
