To address  crbug.com/860706  we disabled idle PNG/JPEG encoding for layout tests. Since neither the now excluded layout tests nor the unit tests verify the effectiveness of the PNG idle encoding in a real world scenario, we need to investigate if the idle tasks really get fired and encoding continues as expected.

If not, we'll be better off without idle encoding, since it delays on-thread encoding for >6 s.
