Omnibox suggestions not cleared when deleting content

What steps will reproduce the problem?
(1) Open a web page
(2) Focus the omnibox
(3) Press delete on the keyboard while the omnibox content is still focused

What is the expected result?
The suggestions should be cleared.

What happens instead?
The suggestions are still displayed

This sounds a lot like bug 685329 ("Evaluate Whether Clearing Omnibox Input on Android Should Suppress ZeroSuggest").  We actually weren't sure what to do there.
