Issue descriptionChrome Version: 69.0.3497.0(Official Build) Revision a7025597556ee57a06aaffb0472693e2b3ee395d-refs/branch-heads/3497@{#1}(32/64 bit) OS: Windows(7,8,8.1,10) Pre-condition : Atleast one username/password should be saved under chrome://settings/passwords. What steps will reproduce the problem? (1) Launch chrome, navigate to https://www.gmail.com. (2) Now sign in using a new gmail account(username/password) which is not already saved under chrome://settings/passwords (3) Observe user gets navigated to gmail inbox and is prompted to save password. (4) Skip this step and don't save the password. (5) Click on 'Add account' button and enter the username used above whose password was not saved in the email field. (6) Observe the autofill suggestion for username while entering the username or pressing backspace. Actual : Suggestion drop down for password is flickering while entering username or pressing backspace in email id field. Expected: Suggestion drop down for password should not flicker while entering username or pressing backspace in email id field. This is a non-regression issue, seen from M67, since the feature of username autofill has been introduced from build #67.0.3367.0 Note : 1. Issue is not seen on Mac and Linux OS.

Update w.r.t comment#1: As mentioned, checked the above issue on Canary build #70.0.3499.0 on Windows OS, by enabling the flag #enable-autofill-native-dropdown-views under chrome://flags and observed that the issue is reproducible when the flag is enabled. Kindly refer the attached screen cast for the same.

W.r.t. #3, I couldn't observe the same issue as in #1. In #1, I see the dropdown disapearing and being quickly reshown at 1:27-1:28, more precisely when the "a" in "tha" is deleted. However, in #3 I don't see it flickering at any moment when backspace is pressed (see 0:55-0:57). In case I simply missed the problem, in which precise moment did it happen? Another possibility is that this report refers to the suggestion being deleted from the field at 1:14, when the mouse moves out of the dropdown. If that's the case, it's WAI. We only preview the suggestion (show in the field) while the user is hovering on it or on arrow down/up.

Update w.r.t comment #3, The above issue is seen when there is one username/password suggestion(that appears when we have a password saved under chrome://settings/passwords) and another only username autofill(that appears whenever we login to gmail without saving the password). In the above combination when we try to enter the username(that is already getting auto filled) in Email or phone text field, while entering the username for every key press, the suggestion box appears to flicker and the same happens when we press backspace and try to delete letter by letter. Note: 1)Above issue is still reproducible after enabling flag mentioned in comment#2 (#enable-autofill-native-dropdown-views) 2)Kindly, pardon me if the screen casts attached in the previous comments have not been clear as the flickering is not seen clearly and also if this is working as intended. Thank you!
