Non-Regression: Ubertray pops-up when clicked immediately after entering password in Views Login screen

What steps will reproduce the problem?
(1)In Views login screen>> Sign-in
(2)Click immediately on ubertray and observe ubertray pops-up and after sign-in also ubertray is seen without profile icon and sign-out button ( Refer video)

Actual: Ubertray pops-up when clicked immediately after entering password 
Expected: Ubertray should not pop-up

This is a Non-Regression issue seen from M69

NOTE: Issue is not seen on WebUI login screen

We can fix this by toggling |can_process_events_within_subtree| in |LoginAuthUserView::OnAuthSubmit| and |LoginAuthUserView::OnAuthComplete| respectively. But IMO we should close this as won't fix. It doesn't seem to be a problem if the user can open the uber tray during sign-in, and I think it's better to avoid controlling the UI state of a separate component from login screen if it's not necessary.
