Regression: Unnecessary Mobile data option is seen in Network section of ubertray for 2nd user |

Issue description
Chrome Version:69.0.3494.0/10893.0.0 dev channel Daisy,Kip,Reks
OS:Chrome OS
What steps will reproduce the problem?
(1)Sign-in to 2nd user>> Click on Ubertray and on WiFi and observe unnecessary Mobile Data option in Network section.
Actual: Unnecessary Mobile data option is seen in Network section of ubertray for 2nd user
Expected: No such issue should be seen. Mobile data option should be seen only when we connect dongle.
This is a Regression issue as same is working fine on M68 beta

> Sign-in to 2nd user What does "2nd user" mean? The order of the list in the sign in screen will be shuffled due to past sign in activities. Let us know if the user was either an owner of the device or restricted by device/account policy. Did you mean multi sign-in by "sign in another user..." menu? (I think it's not, based on the screencast in the report.) > Expected: No such issue should be seen. Mobile data option should be seen only when we connect dongle. I am not sure if this is correct. Doesn't it show mobile data option when the devices has LTE/3G functionality? Please make sure the device model in test has such functionality. Assign back to me when done. I tried on a device that doesn't have neither, but haven't got repro yet. Still investigating.

C#4--> 2nd user means the user account which is added after the owner account. For that user, unnecessary mobile data option is seen. Only when we connect dongle, mobile data option was seen in earlier M68 builds. Now unnecessarily, mobile data option is seen. On all devices, issue is reproducible on latest build and issue is working fine on M68 beta. Thanks!

I could not reproduce just by using a non-owner user without using mobile dongle at all. 1. reimage device, connect to wifi 2. add owner user, sign out 3. add 2nd user 4. click system tray, then "network". 5. observe the options there. There was no "mobile data" section. Was this same as yours? If not, will you give us end-to-end repro steps which you saw thie issue? Especially, here are some points we want to know: - Can it be reproduced without using mobile USB dongle at all, or it's necessary to plug dongle with SIM once and then remove it, in order to repro it? - Did it happen on another google account when added to the device? - Does the devices you used have a SIM card slot? Additionally, it'd be helpful if you could verify on one of these devices: link, samus, kevin, caroline, cyan, dru, minnie, electro

C#6--> The steps to reproduce the same is correct as you mentioned. - Can it be reproduced without using mobile USB dongle at all, or it's necessary to plug dongle with SIM once and then remove it, in order to repro it? >> Yes, without using dongle issue is reproducible. - Did it happen on another google account when added to the device? >> Yes, tried with 2-3 accounts, it repro'ed but issue seems to be inconsistent now. - Does the devices you used have a SIM card slot? >>No Checked the issue on Cyan and Minnie and unable to reproduce the issue.

This issue is formally a regression, but I think we could consider removing release-blocker label considering these things we got so far: - Range: Limited to a subset of devices. (Confirmed on Daisy,Kip,Reks, but not on Cyan and Minnie.) - Impact to user: Part of a single UI view becomes a bit different. Does not block normal operation. - Difficulty: Dependent on hardware. Repro condition is not fully identified yet. Omri, WDYT?
