Non-Regression: Delay is seen to display "Displays" section in chrome://settings page and unnecessary blink of "Drag to move a display" text is seen

Issue description

Chrome Version:  69.0.3494.0/10893.0.0 dev channel Daisy,Kip and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User ->click on Uber Tray ->Now click on 'Night Light Off' text  and observe
delay is seen to display "Displays" section in chrome://settings page and also observe unnecessary blink of"Drag to move a display" text
(Please refer Video and Screenshot)

Expected: 
a)Delay should not be seen to display "Displays" section in chrome://settings page 
b)Unnecessary blink of "Drag to move a display" text should not be seen

Actual: Instead 
a)Delay is seen to display "Displays" section in chrome://settings page 
b)Unnecessary blink of  "Drag to move a display" text is seen

This is Non-Regression Issue seen from 69.0.3486.0/ 10866.1.0

I think it takes a while to retrieve the display configs. There maybe nothing to do here.

That's just the delay to load Settings in general.

The single frame of text blink is unfortunate, but hardly urgent.
