Shift+Lock should suspend device, just like Search+Shift+L

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10888.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3494.0 Safari/537.36
Platform: 10888.0.0 (Official Build) dev-channel panther

Steps to reproduce the problem:
For locking a Chrome OS devices you can use the keyboard shortcut

   Search + L

If you hold down the Shift key in addition

   Search + Shift + L

also sends the device to sleep.

What is the expected behavior?
This should be consistent for the other two methods of locking a Chrome OS device:

- hitting the Lock key in the upper right of a Chrome keyboard

- clicking on the Lock button in the System Tray

Holding down the Shift key while performing both these actions should also send the device to sleep and lock it.

What went wrong?
Both the Lock key on the keyboard and the lock button in the System Tray do not respect the status of the Shift key.

I know that for a Chromebook you can simply close the lid to send the device to sleep.
But for a Chromebox, Chromebit or a Chromebook in clamshell mode with external monitor attached this won't work.

This is a request to add a new keyboard shortcut handling. I think it makes sense unless derat@ thinks otherwise.

Shift+Lock, sure. That seems consistent with Search+Shift+L.

I'm not convinced that shift-clicking the Lock button in the tray should do this, though. I'm not aware of similar behavior with any other buttons in the UI.
@derat: Well, we could come up with some useful shift-click behaviors for the buttons next to the Lock button, too:

Shift + Settings   ->  About Chrome IS
Shift + Shut Down  ->  Restart

Quite consistent as both would also skip an intermediate step to get there.

But I'm not insisting on this part of the idea – as soon as it works on the keyboard that's way I'd use. :-)
Shift-clicking will add some implementation overhead and this functionality won't be discover-able. I'm not sure if it's worth it.
