Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36 Steps to reproduce the problem: 1. https://blog.chromium.org/2017/09/chrome-62-beta-network-quality.html 2. open console What is the expected behavior? I expect it to not report that the network is slow. What went wrong? It says 'Slow network is detected'. Did this work before? N/A Does this work in other browsers? N/A Chrome version: 67.0.3396.99 Channel: stable OS Version: Flash Version: Connection is Fibre to the home, and gigabit ethernet from the router to my laptop. speedtest.net says: " PING ms 94 DOWNLOAD Mbps 86.53 UPLOAD Mbps 17.57 " The one on Google.com says: " 13.6 Mbps download 14.6 Mbps upload Server: Tokyo Your Internet speed is fast Your Internet connection should be able to handle multiple devices streaming HD videos at the same time. "

Hi OP, thanks for the report. Can you confirm what platform you are on? Had you been using devtools network throttling feature recently? Also, would you mind submitting an in-app feedback? Instructions here: https://support.google.com/chrome/answer/95315 Submitting an in-app feedback with system logs would help me in debugging this issue more effectively.

Unfortunately, I've not seen this since. I wonder if chrome updated in between times...but anyway, best close this and I'll seek it out again if I get the same problem in the future. FYI, I am on Ubuntu 18.04 LTS; I wasn't using the network throttling feature, nor have I done so recently.
