"__main__.ChromeDriverTest.testMoveToElementAndClick" is flaky.

All flakiness between 7/17 and 7/19 were caused by  issue #864205 , which has already been resolved.

There is one additional flake on 7/23, which appears to be caused by Chrome stopping to respond. Will need to keep an eye to see if it happens again.
