Docked magnifier doesn't resize status menu when opening

Issue description

Google Chrome	69.0.3473.0 (Official Build) dev (64-bit)
Firmware Version	Google_Lulu.6301.136.57

Steps
# Open the status menu using mouse or alt + shift + s
# Enable the docked magnifier with shortcut search + ctrl + d
Expected: status menu resizes with the rest of the UI
Actual: status remains same size becoming partially offscreen. 

Workaround: close and reopen the status menu

These bugs appear to have the same root cause but are in different parts of the UI. katie@ please advise if these should be merged as one bug or kept together:

tetsui@ Can you please observe changes to the display's workarea and resize the system menu accordingly?

You can use DisplayObserver::OnDisplayMetricsChanged() with the metric: DISPLAY_METRIC_WORK_AREA.

We have to implement pagination (Issue 819945) first, because even if it recognizes display work area change, it has no way to shrink the height.
