Fullscreen magnifier mouse becomes unstable/stuck on corner of status menu

Issue description

Google Chrome	69.0.3473.0 (Official Build) dev (64-bit)
Firmware Version Google_Lulu.6301.136.57

Steps to repro:
# Ensure the status menu is expanded fully to show the notification you'll be putting at the top
# Get a notification in the upper part of the status menu. One way to do this is to download something like this: http://www.heinzvinegar.com/infoGraphic/Heinz_Vinegar_Infographic.pdf
# Enable the fullscreen magnifier using the accessibility menu or with ctrl + search + m
# Move the mouse up to the right edge of the notification near the close button
Expected: mouse moves as normal
Actual: mouse gets "stuck" and unable to move. It starts appearing to shake and make many copies of itself.

To get out of this error state, disable magnifier using ctrl + search + m

Sometimes this repros right away and sometimes you need to move the mouse around the corner area for a few seconds before it starts.

Following the above steps I can no longer repro this bug. I moved my mouse around the notifications with the fullscreen magnifier on with no issues.
