Jumpy scrolling at bottom of page

Chrome Version: 69.0.3495.2 / Canary
OS: Android

What steps will reproduce the problem?
(1) Go to google.com
(2) pinch-zoom all the way in
(3) scroll to the bottom of the page
(4) scroll up

What is the expected result?
Scroll should not be jumpy

What happens instead?
Scroll is jumpy


Test team, this has happened for a while (at least as far back as stable). Can you bisect?

Tested this issue on Android and able to reproduce this issue.

Steps Followed:
1.Go to Google.com
2.Pinch zoomin all the way
3.Scroll to the bottom
4.Scroll up and observed that scrolling is jumpy(not smooth)

Chrome versions tested:
60.0.3072.0, 67.0.3396.87(Stable), 69.0.3495.2(Canary)

OS:
Android 9.0

Android Devices:
Pixel 2 XL

This seems to be a Non-Regression issue as same behavior is seen since M-60. Leaving the issue as Untriaged for further input's on this issue.

Thanks for the bisect.

This is a P3 issue for sure. Maybe someone on scrolling can take a quick look and see if it's triggered by a bigger problem? There are more important problems so I wouldn't be too sad if this was just closed as wontfix without investigation.
