Adaptive icons for app shortcut and "Add to Home screen" links

Project Member Reported by kaya...@google.com, Jul 19

Issue description

Feature Request

----------
On Chrome 67.0.3396.87 on Pixel 2 running PPP4.*, if you open chrome, browse to a webpage and click "Add to Home screen" (and add the icon) you will notice that the icon doesn't respect the Pixel 2's adaptive icon style.

(In the pixel 2, you can enable developer settings, then long press a part of the desktop, go to home settings and switch the icon shape).

(but it also doesn't seem to be the default shape for the pixel 2 which is a circle).
----------
Secondly, the app shortcuts (long press the app and drag "New tab" or "New incognito tab" out onto the desktop) aren't adaptive.

----------
(wanted to bring the two cases above up in case it was desired they be adaptive)
