navigatorvr supplement should be registered when XR OT is enabled

ModulesInitializer::OnClearWindowObjectInMainWorld currently only registers NavigatorVR when WebVR is enabled.

We should consider splitting NavigatorVR into two separate supplements (one for VR, one for XR), or at least registering NavigatorVR when XR is enabled too.

We may want to remove the early registration of NavigatorVR instead - pages calling navigator.xr will add it on demand.
