Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36 Example URL: Steps to reproduce the problem: 1. Go to an HTML page where the title contains an "L" bracket (「 or 」) right next to a fish emoji (🐢 or 🐠). What is the expected behavior? The tab title renders correctly. What went wrong? The "L" bracket will be rendered as an unknown unicode character (a question mark in a rectangle). Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? N/A Does this work in other browsers? N/A Chrome version: 67.0.3396.99 Channel: stable OS Version: Fedora 28 Flash Version: Attached is a test case HTML file. Likely related to Issue 843426

Able to reproduce the issue on Ubuntu 17.10 using chrome reported version #67.0.3396.99 and latest canary #69.0.3496.0. Issue is not seen in OS-mac and OS-win. This is a non-regression issue as it is observed from M60 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!
