fwupd: add arm and arm64 targets to fwupd's ebuild

Gentoo's fwupd ebuild doesn't have support for arm or arm64.

According to debian, the package is building stably for arm targets:

https://buildd.debian.org/status/package.php?p=fwupd

We should test arm or arm64 and try it on one of our arm based chromebooks (kevin, bob, elm, etc).
