Disable two flaking browsertests on ChromeOS.

DeviceLocalAccountTest.TermsOfServiceWithLocaleSwitch and
EulaTest.LoadOnline have both been crashing on the ChromeOS bots.
Disabling for now until the cause of the crash is determined.
