[MacViews] Regression: Fullscreen Mode causes graphical glitches

Chrome Version: Chromium Snapshot #576559
OS: macOS 10.13.6

What steps will reproduce the problem?
(1) Use latest Chromium Snapshot #576559
(2) Switch into macOS Fullscreen Mode
(3) Hover to the top of the Menu

What is the expected result?
Menubar and Toolbars slide down without graphical glitches.

What happens instead?
Menubar and Toolbars slide down with graphical glitches.
