Android apps not using HW overlays when maximized

Chrome Version: 68.0.3440.59
OS: Chrome OS (pixelbook)

What steps will reproduce the problem?
(1) enable tint-gl-composited-content
(2) load Play store in "restored" window mode
(3) maximize

What is the expected result?

Content will not be tinted in either restored or maximized mode


What happens instead?

content is tinted when maximized

This seems to be a dup of b/72235199: Wayland service should set viewport src and dest correctly for maximized/fullscreen apps.

I fixed it primarily for crbug.com/824849

You would still be able to use hw overlays without this after we enable underlays. However, that has not happened yet. And it's better from a power usage perspective to use the overlay strategy so might still be worth fixing.
