Empty snapshot in tab grid when a tab reloads in the background |

Issue descriptionApp Version: 69.0.3496.0 canary iOS Version: 11.4.1, 12.0 beta#4 Device: iPhoneX, iPhone6s, iPad Pro URL: https://chrome-test.github.io/snapshot Steps to reproduce: [Keep device in Portrait mode] 1. Launch Google Chrome 2. Launch couple of tabs and then the test page linked above 3. Reload the page, and then switch to any other tab 4. Rotate the device to landscape mode and wait for ~10sec (Test page reloads every 10seconds) 5. Rotate the device to portrait mode 6. Enter TabSwitcher again. Observed results: Observe that the snapshot for the test page tab is empty Note: If you are reproducing on iPad you need to have ~12 tabs. Works fine with old tabswitcher. Snapshot is always displayed. Tested on M69 with UIRefresh disabled. Please let me know if you need any other details. Expected results: Snapshot should be displayed all the times.
