Deprecate "Win 7 Perf" and "Win 7 Nvidia GPU Perf”

Issue description

Once we have the win low end & high end laptop functioning well on perf waterfall, we should deprecate "Win 7 Perf" and "Win 7 Nvidia GPU Perf” builders.

THis gonna take a while, probably in Q4 2018 or Q1 2019
