What steps will reproduce the problem?
(1) Opening Chrome
(2) Opening a New Tab
(3) Observing the Toggle Switch in the top left corner of the default new tab page

What is the expected result?
standard new tab page opens with search
What happens instead?
same page opens except with an unused toggle switch in the  top left corner

This issue has been reported to me from various West Coast US users using Windows 10 machines and Chrome 67.0.3396.99
