NTP with toggle button and inert links

Chrome Version: 68.0.3440.68
OS: Mac 10_13_5

What steps will reproduce the problem?
(1) Start Chrome
(2) Open a new tab

The NTP has started showing an inert toggle button in the upper left, and a set of actions ("Customize background", etc.) below the ML tiles. Clicking on those actions does not do anything.

This is on my corp Mac desktop.
