OffscreenCanvas-commit-copyImage.html failure on Mac

After landing this CL: https://chromium-review.googlesource.com/c/chromium/src/+/1135580

The layout test virtual/gpu/fast/canvas/OffscreenCanvas-commit-copyImage.html will start failing on mac.  When investigating, I saw that the canvas content displays properly when not in --run-web-tests mode.  It is not clear why the canvas is read back as blank when running the test.  I suspect it could be that the testRunner.copyImageAtAndCapturePixelsAsyncThen does not work properly with certain compositing flows (in this case a CPU_READ_WRITE_SCANOUT GpuMemoryBuffer + CoreAnimation layer).
