Seeing a toggle button on the new page tab

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Nothing. Just open a new tab

I filed this other bug a few days ago which is now not reproducible but not sure if they would be related.

Based on the text at the bottom of the NTP (Customize wallpaper etc.) it seems like you're running some kind of NTP extension? Do you still see the switch if you disable it?

Actually, looks like that stuff is part of the bug
