Transition effect is not seen properly while the warning bubble exits in chrome://downloads/ page

Chrome Version: 69.0.3496.0 (Official Build) Revision 4225deb99f054d45a757dbecf0de9421c5e4d05e-refs/branch-heads/3496@{#1} (64-bit)
OS: Mac (10.12.6, 10.13.1, 10.13.6)

Steps to reproduce:
1. Launch chrome and open chrome://downloads/ page.
2. Download files with same name such that warning bubble appears.
3. Now click on Cancel/Replace button and Observe the transition effect of warning bubble while it exits. 

Actual Result: Transition effect is not seen properly while the warning bubble exits.
Expected Result: Transition effect should be seen properly while the warning bubble exits.

This is a Non-regression issue seen from ‘M-61’ series.
