Regression : Red Underline is seen for search result in 'chrome://settings/languages'.

Issue description

Chrome version : 69.0.3496.0 (Official Build) 4225deb99f054d45a757dbecf0de9421c5e4d05e-refs/branch-heads/3496@{#1}(32/64-bit) 

OS :Win(7,8,8.1,10) and Linux(14.04 LTS) OS

Steps to reproduce:
1. Launch chrome and navigate to 'chrome://settings/languages'.
2. Click on 'Add Language' and search for any language(eg. tamil) in search textbox.
3. Observe.

Actual Result: Red Underline is seen for search result in 'chrome://settings/languages'.
Expected Result: Red Underline should not be seen for search result(i.e search should not be case sensitive) in 'chrome://settings/languages'.

This is a regression issue broken in ‘M-68’ and below is bisect info.
Good build: 68.0.3401.0 
Bad build: 68.0.3402.0 

Unable to perform bisect using per-revision-bisect so providing narrow bisect

You are probably looking for a change made after 552354 (known good), but no later than 552359 (first known bad).

Update:

Rechecked the above issue on Win(7,8,8.1,10) and Linux(14.04 LTS) OS using latest canary build#69.0.3497.0 and issue is fixed. Red Underline is not seen for search result in 'chrome://settings/languages'.
