Steps to reproduce the problem:
1. Click new tab

What is the expected behavior?
New tab as usual

What went wrong?
I see checkbox that should in the footer (I understand it from markup).

Did this work before? N/A 

Chrome version: 67.0.3396.99  Channel: stable
