Pre-condition: Enable the flag "Use Views browser windows instead of Cocoa." from chrome://flags/ page.

Steps to reproduce:
1. Launch chrome and open NTP.
2. Right click on Omnibox to open context menu and select 'Right to Left' from Writing Direction.
3. Now refresh the page and Observe the Writing Direction again.

Actual Result: Cursor is seen at RHS in Omnibox even when LTR option is selected after refreshing the page.
Expected Result: Cursor should be seen at LHS in Omnibox and LTR option selected after refreshing the page.

This is a Regression issue seen from 'M-68' and providing the bisect info below:
Good Build: 68.0.3433.0 (Revision: 559328)
Bad Build:  68.0.3434.0 (Revision: 559775)

You are probably looking for a change made after 559396 (known good), but no later than 559397 (first known bad).
