USB external camera support on Android

Issue description

Steps to reproduce the problem:
1. Connect a USB camera to an Android device that has OTG support
2. Open Android Chrome and navigate to https://webrtc.github.io/samples/src/content/devices/input-output/

What is the expected behavior?
Able to see and select the USB Camera in the webpage

What went wrong?
The USB camera is not listed (i.e., not detected)

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 67.0.3396.87  Channel: stable
OS Version: 10.0
Flash Version: 

I haven't checked that if USB camera is supported by the standard Android API. Note: The USB camera that I tested (logitech c920) also has USB audio input, and Chrome detected the USB audio device successfully on the webpage mentioned above.

Tested the issue on by connecting logitech c920 USB camera to Pixel 2XL/Nexus 6P devices and Observed that USB camera not detected. 

This issue seems to be the Feature Request and updating the bug accordingly for the further inputs.
