Regression : Unable to scroll chrome://settings page using Up/Down arrow keys.

Chrome Version : 69.0.3496.0 (Official Build) 4225deb99f054d45a757dbecf0de9421c5e4d05e-refs/branch-heads/3496@{#1} 32/64 bit
OS : Windows (7, 8, 8.1, 10), Linux(14.04 LTS), Mac (10.12.6, 10.13.1, 10.14, 10.13.6)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings page.
2. Click anywhere on the page (in blank space area) and hit Up/Down arrow keys from keyboard to scroll the page.
3. Observe.

Actual Result : Unable to scroll chrome://settings page using Up/Down arrow keys.

Expected Result : Settings page scrolling should work with Up/Down arrow keys.

This is a regression issue broken in ‘M-69’ and will soon update other info:
Good Build : 69.0.3489.0 (Revision : 574446)
Bad Build : 69.0.3491.0 (Revision : 575129)

Note : Issue is also seen for other keys like 'Home' / 'End' and 'PgUp' / 'PgDn'.

checked other sites yahoo.com, cnn.com - unable to reproduce.

Issue repro on chrome://settings page only, marking as RB Stable please change if required.
