Regression: Weird dots are seen at password field while cancelling & closing the overlay

Issue description

Chrome Version: 69.0.3494.0/10889.0.0 dev-channel Peppy,Daisy,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign into user >> Open chrome://settings/lockScreen
(2)Enter a lengthy password
(3)Click cancel and observe the cursor end at password field while cancelling.(Please refer Video and Screenshot)

Actual: Weird dots are seen at password field while cancelling & closing the overlay
Expected: No such weird dots should be seen at password field while cancelling & closing the overlay

This is a Regression issue as same is working fine in 68.0.3440.70/10718.58.0 beta

Assigning to Scott for further triage. I think this might be cr-input related. I don't know if ellipsis showing up in a password field is common. Perhaps UX should be consulted as well.

The smaller dots are ellipsis, indicating to the users the text field value is longer than what's visible. This happens for all unfocused text-fields.
