Non-Regression: Unnecessary loading tiles of apps are seen below recent apps of app launcher after signing in.

What steps will reproduce the problem?
(1)Recover build >> Sign into chrome 
(2)Open app launcher and observe unnecessary loading tiles are seen

Actual: Unnecessary loading tiles of apps are seen below recent apps in app launcher when immediately opening the app launcher after signing in.

Expected: No such loading tiles of apps should be seen below recent apps section of app launcher.

This is a Non-Regression issue seen from M-62
