What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://flags and click on Search field of page.
(2) Hitt Enter key and observe.

Actual: Focus gets lost after hitting Enter key on chrome://flags page.

Expected: Focus should not lost after hitting Enter key on chrome://flags page.

This is a non-regression issue,Seen from 'M63', as new UI of chrome://flags introduced in it.

Note: Issue is also seen on Stable build #67.0.3396.99, Beta build #68.0.3440.68 and Dev build #69.0.3493.3
