Verification specific Keyboard cannot be restored once switch to A11y.

Platform 10888.0.0（official build) canary-channel kevin
Firmware Google_Kevin.8785.264.0


REPRO STEPS:
1.Open Gmail.
2.Input account&password, and go into Verification dialog.
3.Check keyboard.
4.Switch to A11y and switch back.


Actual result: 
3.1 Verification specific keyboard pops up.
4.1 Verification specific keyboard turns to main keyboard and cannot turns back any more.
