Emoji&HW inconsistency between keyboard and opt-in menu when focus on Verification area

Issue description

Version 69.0.3494.0(Official build) canary (32-bit)
Platform 10888.0.0(official build) canary-channel kevin
Firmware Google_Kevin.8785.264.0


REPRO STEPS:
1.Open Gmail.
2.Input account&password, and go into Verification dialog.
3.Check keyboard.
4.Open opt-in menu, select Emoji icon.
5.Open opt-in menu, select HW icon.


Actual result: 
3.1 No Emoji button shows on keyboard, clicking on HW button not work.
4.1 Emoji layout pops up.
5.1 '?123' layout pops up.

When invoking the keyboard from the tray, we should double check that the keyset is valid for that textfield.

However, even if we fix this, we will still have a similar issue:
1. Don't focus on any text field
2. Launch emoji keyboard from tray
3. Focus on a textfield that doesn't take emoji (e.g. input type="number")
