HW layout turns to be main layout after special steps

Platform 10888.0.0（official build) canary-channel kevin
Firmware Google_Kevin.8785.264.0


REPRO STEPS:
1.Switch to any keyboard, Emoji layout.
2.Hide layout.
3.Open the opt-in menu, select HW icon.
4.Switch to Floating mode.

Actual:
3.1 HW layout pops up.
4.1 HW layout turns to be main layout.
