Emoji layout turns to be HW layout after special steps.

REPRO STEPS:
1.Switch to any keyboard, HW layout.
2.Hide layout.
3.Open the opt-in menu, select Emoji icon.
4.Switch to Floating mode.

Actual:
3.1 Emoji layout pops up.
4.1 Emoji layout turns to be HW layout.
