Setting page can not be closed in laptop mode

Chrome os :

Input tools version: 
9999.0.20180715.2046765f58

Steps:
1. Go to laptop mode
2. Open setting page
3.Check its UI

Actual:
Minimize & Maximize & close button in right-top corner disappeared
Can not close this page in laptop mode

Unlikely to be Settings specific, but might be related to how we open the Settings window.

Did you mean tablet mode? If so, this is WAI, and you can close it by entering overviewmode first.

According to the issue description and the uploaded video, the reporter used device in tablet mode. So the UI behavior is WAI.
